A design system is a contract between design and engineering, and it fails when only one side signs it. So this ships both halves: the Figma library with the tokens behind it, and a working CSS layer in your codebase that resolves to the same values. Light and dark are defined together, because a dark mode retrofitted afterwards is how a system acquires its first exception.
